Kirkland: A New Development Plan in Anticipation of the REM

The City of Kirkland is proposing a major regulatory amendment through draft by-law 90-54-11.

This initiative aims to align the City of Montreal’s Urban Plan with the Agglomeration’s Land Use and Development Plan.

It also proposes a restructuring and development strategy around the future Réseau express métropolitain (REM) station in Kirkland.


In the interest of territorial coherence and integrated planning, the City of Kirkland has submitted draft by-law 90-54-11.


This regulatory initiative reflects a desire to adapt the city’s Urban Plan to the new realities of the agglomeration, particularly regarding major transportation infrastructure such as the REM.


The draft by-law includes two main components:


  1. Regulatory Alignment

    The by-law aims to align Montreal’s Urban Plan with the orientations of the Agglomeration’s Land Use and Development Plan.


    This harmonization is essential to ensure consistency across different levels of territorial planning and to facilitate the implementation of large-scale metropolitan projects.


  2. Creation of a Special Planning Program (PPU) for Kirkland

    The targeted area is the site of the future REM station in Kirkland, a strategic hub for the development of the West Island.


    The PPU will guide land use planning around the station, promoting smart densification, mixed-use development (residential, commercial, institutional), and sustainable mobility.


    It is a key planning tool to support the transformation of this area into a dynamic, accessible, and well-connected neighborhood.


Key Issues:

  • Accessibility and mobility (pedestrian, cycling, public transit)

  • Traffic management

  • Sustainable stormwater management

  • Greening and mitigation of urban heat islands

  • Universal accessibility and inclusive design


Planned Actions:

  • Update of the zoning by-law and the table of specific provisions

  • Creation of a 200-space parking lot for Kirkland residents

  • Development of a central plaza and green corridors

  • Implementation of the development project through a structured phasing approach


This draft by-law reflects the City’s commitment to planning structured urban development that meets population needs and supports ecological transition and urban resilience.
